Organizational Context and Scope

The International Organization for Migration (IOM) office in Lebanon is responding to changing border management needs in a complex operational and humanitarian setting, particularly at land borders. Mixed migration flows and increased mobility influenced by regional dynamics highlight the need for enhanced operational capacity to ensure safe, orderly, and effective border operations. In this context, IOM Lebanon supports national border management authorities to strengthen border infrastructure and operational readiness. This includes interventions supporting the rehabilitation, upgrade or full reconstruction of key border crossing points across the country.

Under the overall supervision of the Head of Programmes, under the direct supervision of the Immigration and Border Governance (IBG) Programme Manager, and in coordination with relevant Programme Managers (PMs), the Regional Office (RO) for the Middle East and North Africa (MENA) and relevant units at Headquarters (HQ), the Programme Officer (Infrastructure) will be responsible and accountable for the technical coordination, management, and oversight of assigned infrastructure projects within IOM Lebanon’s IBG portfolio.

Responsibilities

1. Coordinate the implementation of assigned engineering and infrastructure projects, monitor timelines, budget utilization, and compliance with IOM regulations, operational requirements, and technical standards, to enable timely and cost-effective delivery of project results.
2. Supervise the assigned engineering staff, consultants, and contractors, and monitor performance, compliance with safety and environmental standards, and proper validation of technical documentation.
3. Provide technical guidance on the design, rehabilitation, and construction of infrastructure projects, including border facilities, public buildings, and civil works, applying established engineering standards to achieve sound, feasible, and sustainable infrastructure solutions.
4. Review tender documents, including detailed Bills of Quantities (BOQs) and multidisciplinary designs (architectural, civil, electrical, and mechanical), verifying accuracy, feasibility, and compliance with relevant codes and standards to support transparent procurement.
5. Monitor the implementation of infrastructure projects through remote follow-up and regular visits to the areas of operation, assessing adherence with contractual requirements, approved designs, specifications, timelines, budgets, and quality standards.
6. Coordinate contract administration with service providers and contractors, reviewing requests for modifications, close-out procedures and interim/final payments to the contractors in coordination with IOM Supply Chain and Finance Units, to safeguard contractual compliance and sound financial control.
7. Contribute to establishing infrastructure priorities, technical standards, quality-assurance arrangements and resource requirements for IOM Lebanon, providing technical analysis and inputs to inform programme planning decisions of the supervisor.
8. Contribute to the development of new engineering and infrastructure project proposals, analyzing technical, cost and operational requirements to ensure alignment with national priorities, donor interests, and emerging operational needs.
9. Liaise at the technical level with relevant government authorities, implementing entities, engineering consultants, and other project stakeholders, preparing and participating in technical steering committees and tracking agreed actions to facilitate timely approvals and technical decisions.
10. Review infrastructure designs and implementation for the integration of sustainability principles, accessibility for people with disabilities, and gender considerations, advising project teams to promote inclusive and environmentally responsible infrastructure.
11. Perform such other relevant duties as may be assigned.
