Organizational Context and Scope

On 26 August 2026, a sudden and destructive flood and debris flow affected communities along the river systems in central Nepal, causing extensive loss of life, displacement and damage to homes and critical infrastructure. The disaster severely affected settlements in Rasuwa, Nuwakot, Dhading and other downstream districts, while damage to roads and communications continues to constrain access to some affected areas. As of 4 September 2026, the National Disaster Risk Reduction and Management Authority (NDRRMA) reports that 1,294 bodies have been recovered, 5,053 people remain missing, and 301 people have been injured. A total of 13,095 people have been rescued. An estimated 352,000 people, across 17 municipalities in six districts, have been affected by the flood.

Given the mixed displacement patterns observed at the collective sites, host family arrangements, and in-place sheltering near damaged homes, IOM will also support a phased approach that moves from immediate life-saving emergency shelter support toward household-level recovery assistance. The initiative is designed to address initial emergency response and shelter recovery ensuring affected households are not left without adequate shelter during the transitional period while national damage assessments and recovery frameworks are finalized.

Under the overall supervision of the International Organization for Migration (IOM)’s Chief of Mission and the direct supervision of the Head of MECR department, the successful candidate will support the implementation of activities of Shelter and Settlements.
 

Responsibilities

  1. Provide overall technical leadership and oversight for the project's emergency shelter, transitional shelter and self-recovery interventions.

  2. Oversee technical standards, shelter designs, specifications and implementation approaches in line with Government requirements and humanitarian standards.

  3. Provide technical oversight for settlement-level recovery planning using the LOCALISE framework and ensure integration of risk analysis, community priorities and local recovery plans.

  4. Guide field teams on multi hazard risk informed site selection, settlement planning, hazard-resistant shelter solutions, repair assistance, transitional shelter and household-level technical assistance.

  5. Coordinate with relevant government authorities, Shelter and CCCM Cluster partners and other stakeholders to ensure technical quality, complementarity and adherence to agreed standards.

  6. Support technical reporting, assessments, project planning and resource mobilization, as required.

  7. Provide shelter/settlement related training/orientation to all relevant parties including field engineers, masons and contractors.

  8. Donor engagement.

  9. Facilitate joint monitoring with government and donors.

  10. Liaise with IOM regional and headquarters, as needed.

  11. Perform duties as assigned by Supervisor. 

Qualifications

Required Qualifications and Experience

Education

  • Bachelor's degree in development studies, statistics, social sciences, disaster management or related field from accredited Institute with 2 years of professional experience.

     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience working in humanitarian settings. 
  • Experience in administrative and operational support, preferably in humanitarian or development programmes.
  • Strong organizational and document management skills.
  • Familiarity with procurement and financial procedures is desirable.

Skills

  • Strong knowledge of emergency and transitional shelter, self-recovery and hazard-resistant construction.
  • Strong skills in data quality assurance, reporting and results-based management.
  • Strong coordination, leadership and technical writing skills.
  • Knowledge of accountability to affected population and community feedback mechanisms is an advantage.
  • Good communication skills, both oral and written to produce reports. 
  • Excellent command of both written and spoken English.
  • Able to work independently, under pressure, undertake frequent project related travels and able to work during weekends and overtime.
  • Proficiency in Microsoft Office tools such as Word, Excel, PowerPoint and project management tools is a must. 
  • Proficiency in AutoCAD, 3D Sketch and GIS is desirable.
  • Proven ability to interact effectively with communities, government officials/local authorities and other institutions essential. 
  • Ability to establish priorities and undertake assigned tasks with minimum supervision.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Nepali both oral and written. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
