Organizational Context and Scope
IOM opened its first office in Türkiye in 1991 and is now one of the largest globally withover1,000staffin15differentlocationsacrossthecountry,withthemainoffice in Ankara, and sub-offices in Istanbul and Gaziantep. IOM Türkiye manages a portfolio of over 40 projects in the areas of migration management, emergency response, community stabilization, and resettlement. To effectively manage a large andcomplexprogrammeportfolio,IOMTürkiyehasestablishedacentralizedProgramme Development, Strategy, and Support Unit (PDSSU) based in Ankara with additional staff in Istanbul. IOM Türkiye is therefore seeking an incumbent to support programme development and donor liaison efforts, particularly in the scope of migration management. This portfolio includes projects within the scope of assisted voluntary return, assistance for vulnerable migrants, integrated border governance, labour migration,integration,migrationhealth,migration,environmentandclimatechange, counter migrant smuggling, and employability.
Under the overall supervision of the Senior Programme Coordinator (Dev&Rep) and Senior National Programme Development Officer, and the direct supervision of the National Programme Support Officer, the successful candidate will support the PDSSU by facilitating procedures related to partnership strategies, programme development, and donor liaison.
Responsibilities

Support the organization’s project development actions by maintaining regular contact with donor counterparts and by developing, reviewing, and submitting project proposals, concept notes, appeals, as well as MoUs, Special Conditions and other types ofcontracts.

Contribute to and coordinate timely and accurate preparation and dissemination of reports including monthly, interim, and final reports for donors based on program objectives, work plans, and timelines set by projectagreements.

Contribute to periodic and activity-specific reports from the Mission, Regional, and Headquarters, such as the IQ, Bi-monthly Mission report, etc., as may berequired.

Contribute to, and coordinate, Mission strategies, programmestrategies and methodologies through a consultative process with senior management and program staff, for distribution to donors, government, partners, other UN agencies andstakeholders.

Research,draft,andpresentanyotherdocumentsnecessary for project development, reporting, and donor liaisonpurposes.

Maintain contact with potential donors and provide support to programme coordinators and project managers in the preparation of meetings and other consultations with donors, including the preparation of notes, briefs and othermaterials.

Within the scope of project development and reporting, liaise with relevant authorities, United Nations agencies, non-governmental organizations, and other stakeholders and coordinate with key partners, particularly the Government of Türkiye focal points, to ensure proactive coordination, monitoring and facilitation of IOM’sprogramming.

Take part in planning organizing and coordinating the Programme Development, Strategy, and Support Unit Work Plan including development and updating of project-related data in IOM’s portals and internal reporting matrices, includingPRIMA.

Provide support to program management for the preparation of high quality and timely project proposals and concept notes, including the consolidation, editing and revision of submissions to ensure the quality and relevance of all products aimed for externalaudiences;

Assistthecoordinationoftherelationshipswithkeypartners,particularly Turkish government focal points, and ensure the proactivecoordination, monitoring and facilitation of IOM’sprogramming;

ProvidetechnicalsupporttothePDSSU andotherseniormanagersinthepreparationofmeetingsandother
consultations with donors, including the preparation of notes, briefs and othermaterials;

Provide updates on donor profiles and donorintelligence;

Identify opportunities to secure traditional and non-traditional resources including funding through the European Union Instrument for Pre- AccessionAssistance;
-
Share knowledge and enhance organizational effectiveness throughthe development and use of templates, tips, mechanisms and guidelines to support resource mobilization and programmedevelopment;

Guide and train staff in project development and reporting under the rules and regulations provided in the IOM Project Handbook, as well as adapt these trainings in Turkish language and operational context to develop capacity of local partners such as Government of Türkiye and NGO personnel.

Assist in drafting and editing reports for donors and the Country Office (CO) inEnglish.

Maintain a thorough understanding of IOM Türkiye-implemented programs, projects and activities, general and specific donor requirements;

Keep accurate and pertinent records of all correspondence, project development and reporting files, and other Project Development and Reporting-relatedinformation;

Undertake duty travel within Türkiye asrequired.
Perform such other duties as may beassigned.
Qualifications
Required Qualifications and Experience
Education
University degree in English, Politics, International Relations or a relatedfieldfromanaccreditedacademicinstitution,withfouryearsof relevant professional experience;or
-
Completed high school degree from an accredited academic institution, with six years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
-
Excellent command ofEnglish;

Proven experience in working, editing and writing documents inEnglish;

Provenexperienceworkinginthefieldofresourcemobilizationorproject development;

Experience in, technical writing and editing, preferably in the international development/humanitarian sector; working knowledge of donor liaison and project development anasset;
Experience in design and facilitation of training/educationalevents.
Skills

Proven strong organizational skills and practical experience of how to multi-task, prioritize and work independently.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Turkish is required (oral and written).
