Organizational Context and Scope

The International Organization for Migration (IOM) is the UN Migration Agency. IOM has been working on migration, environment, climate change and disaster risk reduction (MECR) for over 30 years. IOM’s activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided and foster post-disaster recovery solutions and resilience-building.

In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle: 1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards. 2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards. 3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.

Under the overall supervision of the Programme Officer (DRR/CCA) and the direct supervision of the DRR-CCA National Officer, the incumbent will support the implementation of the DRR/CCA portfolio by providing risk and information management support. The role will be carried out in close coordination with the DTM Programme Officer to provide technical support for the development and integration of risk and information management products into DTM tools, as well as the use of DTM datasets.

Responsibilities

  1. Support the collection, consolidation, verification and basic analysis of risk-related data (including hazards, exposure, vulnerability and displacement trends) with data visualization (PowerBI) to inform project implementation and operational decision-making.

  2. Contribute to the maintenance, update and use of the national multi-hazard risk mapping GeoNode platform[1], including data quality checks, basic data analysis and preparation of risk information products, including risk mapping with the support of the GIS Associate and in coordination with relevant technical colleagues and partners.

  3. Support the integration and use of DTM and other primary and secondary datasets within risk analysis, information products and project monitoring tools.

  4. Support the implementation of activites related to Early Warning Systems (EWS) in Burundi in line with the EW4All pillars 1 and 2, with particular emphasis on risk knowledge, monitoring and information management components.

  5. Provide technical and administrative support to Government counterparts, notably the National Platform for Disaster Risk Prevention and Management (PNPRGC), for the establishment and functioning of the national multi-hazard surveillance / situation room in Bujumbura.

  6. Assist in the compilation, organization, basic analysis and dissemination of early warning and risk information, including alerts, summaries and situation updates, in coordination with relevant institutions and partners.

  7. Support the development, use and maintenance of data collection tools, databases and trackers (including Kobo and Excel-based systems) to monitor project activities, outputs and results.

  8. Contribute to project monitoring and reporting, including consolidation of data against logframe indicators, in close coordination with the MEAL and Reporting Officer and relevant colleagues.

  9. Support the preparation of information products such as dashboards, maps, factsheets, infographics and briefing notes for internal use, Government counterparts, donors and partners.

  10. Support the application of IOM data protection and data sharing principles, including confidentiality, anonymization, secure storage, and responsible data sharing with implementing and external partners, and assist with the development of data sharing agreements in the context of RE2CLID-related activities.

  11. Support the training and day-to-day guidance of project staff, field teams and partners on data collection tools, basic risk analysis and information management procedures.

  12. Undertake field visits as required to support monitoring, data collection, verification and follow-up activities.

  13. Perform such other duties as may be assigned.


 

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with six years of relevant experience; or, 
  • Bachelor’s degree in Information Management, Computer Science, Statistics, Social Sciences, Geography and Risk Management, or related fields from an accredited institution with four years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience providing operational support in risk and/or information management within programmes, and familiarity with risk information, migration, disaster or climate-related data in a humanitarian or development context is an asset.

  • Experience supporting data collection, verification, consolidation and basic analysis, including the use of digital data collection tools.

  • Familiarity with risk information systems, GIS-based products, risk mapping tools/platforms or early warning systems is a strong advantage.

  • Experience supporting project monitoring, reporting and indicator tracking, in coordination with M&E functions.

  • Experience working with government counterparts, field teams and partners, including in capacity-building or technical support roles.

  • Prior experience with international organizations, UN agencies, NGOs or government institutions in a multicultural environment related to humanitarian or development programming is an asset. 

Skills

  • Strong organizational and coordination skills, with the ability to manage multiple tasks, prioritize workloads and meet deadlines.

  • Ability to prepare clear, accurate and timely data summaries, information products and basic analytical outputs (e.g. tables, dashboards, maps, briefs).

  • Ability to translate data and GIS outputs into operationally relevant information products to support planning, preparedness, and decision-making.

  • Practical experience using digital data collection and information management tools, including KoboCollect, GeoNode, and basic use of GIS software (e.g. QGIS, ArcGIS) to support risk mapping and analysis.

  • Familiarity with data visualization and reporting tools, including Power BI, to support monitoring, reporting and decision-making processes.

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook and SharePoint) for data management, reporting and communication purposes.

  • Practical understanding of data protection and data sharing principles, including confidentiality, anonymization and responsible information exchange with external partners.

  • Basic understanding of disaster risk reduction, climate change adaptation and climate-related human mobility, sufficient to support project implementation.

  • Good communication and interpersonal skills, with the ability to liaise professionally with colleagues, government counterparts and partners.

  • Familiarity with Accountability to Affected Populations (AAP) and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) principles.

  • Ability to work effectively in a support role, under supervision, within multidisciplinary and multicultural teams.

  • Willingness and ability to undertake field travel in sometimes challenging environments.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position,fluency in English, French and Kirundi is required (oral and written).

Working knowledge of Swahili is desirable
